外交政策にSNSを活用

昨年のオバマ次期大統領候補の選挙キャンペーンで助成金などの収益を爆発的にあげたのは、多分にSNS（ソーシャル・ネットワーキング・サービス）でオバマ氏の率直な国家戦略を訴える機会が増えたことによるとされている。そのSNSをネット上の外交手段に活用する動きが速まっているらしい。というか、既に起こっている。それも 米国務省が率先して、インターネットの効果的利用法の助言などや資金支援をおこなうというものらしい。政府の規制が厳しい国で目当てのウエッブサイトを見る方法を紹介している。

インターフェイスは、Facebookが主流。ミャンマーの人権問題や軍事政権への抗議を掲げるグループのリーダーが、「支援メンバーはたった３週間で３０万人にまで爆発的に増えたんです」と言う。そして、ロンドンで実際にミャンマー軍事政権の抗議デモが行われた。これに対してグラスマン国務次官は「自由や正義といった価値観を広げるのにインターネットのツールはとても有効な手段であり大きな役割を果たす」と言う。ここで僕は思うんですが、国が関与するSNSの課題は、政府が「正義」という名の下で国民等のモニタリングや、国際的挑発を促すのではないかと解釈されかねないような介入の仕方が問われるのではないかと考える。けど、facebookは既に公の無料サービスとして運営されているのでモニタリング等を国家政府によってされているのは明白だとも思えるので今更国家の介入が云々などと言っても始まらないことは確かです。

下記の米国政府の無料情報提供サイトでは、昨年末から教育文化省によってこのような国際的交流を促進することによってアメリカ国民が海外の文化などに興味を抱いてもらいたいとの主旨から始めたと説明している。

更にMixiもそうですが、facebookと提携して、日本や海外との垣根をSNS上でとっぱらうことはできないものかと思ったりもします。近年は、ウエッブ上の翻訳サイト等がふんだんにあるし、拙い英語力でも英語母語話者に伝わるという僕の研究調査でもわかりました。なのでもうそろそろ垣根を超えてこのような交流ができるようにMixi側で国際交流型のドメインを設置しても良いのではないかと思っていますがいかがなものでしょうか？

The U.S. Department of State has launched a new web site, ExchangesConnect (connect.state.gov), to promote international exchanges and enhance the United States' image abroad, particularly among young people. Exchanges Connect is administered by the Bureau of Educational and Cultural Affairs. According to the Washington Post, "It’s a new online home for Americans and Web users overseas interested in interacting with other participants or potential participants in U.S. educational or foreign exchange programs." 新聞記事に掲載された (I was interviwed by local paper)

やっと市のアンバサダーの任期が終わった。と言っても継続して自分の企画のモニタリングや次期アンバサダーに伝承したり、メンターとなるように誘われているのでやはり続けることになるだろう。持続可能な生活づくりは、ひいては地球温暖化防止に貢献すると信じているし、皆が少しでも日頃の生活で二酸化炭素排出量を意識することを願っている。

市の試みとして、サステナブル・アンバサダーの企画推進をし始めたのが昨年だった。また市が毎月刊行する持続可能な生活を特集とする新聞などがある。自慢する訳ではないけど、それに僕の企画が掲載された。他、１２名ほどのアンバサダーもそれぞれの企画を推進して役所関係者や国立サステナビリティセンター長等の前で一緒に発表した。が、なぜ僕のが掲載されたのか？　聞くところによると、僕のは小さなケーススタディーだが、一般の飲食店にビヘイビアー・チェンジ（台所から廃棄される生ゴミを肥料化する運動）を促したケースは非常に難しいタスクだということで新聞で取り上げたらしい。　

信じられないけど、メディア関係者からの電話を受け取り、その企画を行っているレストランで落ち合うことになり、インタビューを受けたり写真撮影が行われた。この企画に関して連絡できるように、市役所のサステナ課と僕のメールアドレスを掲載した。これからもっとこの企画に賛同してもらえるレストランを増やしたいとは思っているが・・・・

Sustainability ambassador

Dear Reader(s),

I was appointed as a sustainability ambassador last month and I am so excited about this role for our City. There are other citizens who were selected and would do some projects which encourage people to change their behaviour and subsequently reduce Co2 emissions.

We (ambassadors) are involved a commitment to all of the workshops and some project works.
The entire project will be held until next February, 2009.

After this program, we would become mentors for the next group of ambassadors next year.

BTW, my project is involved in the raw waste management at five restaurants in our region.

先日、僕の住むホワイトホース市から正式に任命書が届き、
サステナビリティ・アンバサダーに就任する事になりました。

しかし、

このような責務には、いろいろなことをしなければならないということも確かです。

来月、８月から来年２月まで数々のワークショップに出席し、某大学のサステナビリティ・センターにて科目を受講するというものです。かかる経費は無料。全て市が負担してくれるという事です。アンバサダーに選ばれた者は、（聞くところによると数名いるようです）全ての科目やそれに関わる企画を履修し遂行しなければならないらしい。

根本的には、いかにこの地域の市民に社会変革を促すことができるかということらしいのです。それをすることでより良い持続有る生活が可能だということだそうです。
あのフィッシャー教授もいらっしゃる大学ですので嬉しいです。

TheWECANの一歩がこのようなかたちで行われれば、産学官のシナリオも描けるのではないかとも考えます。　 自分の教鞭や、プロジェクトなどあり、どうなるか定かではないですが、
がんばってこの地区や、いや自分のためにもやってみたいと思っています！！

見られるといいけど？

初夏到来（豪）

ということで、やはり暖かくなってきました。今週末は、最高気温が３１度だということで、いつものようにクールチェンジがあるのでしょう。

空を見上げれば、そこにはこんな雲が・・・そして、庭には・・・

菜園も活気づいてきました。アーティチョークや、フレンチ・ビーン、レタス類がスクスクがんばっています。チェリーやアーモンドの木にはさっそく網をして外敵から守り、グレープも来週には網をするつもりです。

このような環境のなか、今晩、こちらの民放放送で州知事が、遺伝子組み換えカノーラの生産を許可したそうで、来年には大手の企業とタイアップして量産すると宣言したのです。これは、ショックです。欧米のそれに似たことをなぜあえてしなければならないのか！　議論の余地がありそうです。

It's 31 degrees today.
Oh! my... ! I saw a mass of clouds in my backyard!! It was sooo huge!! I suppose this tells us summer has come again! BUT is this normal size? I am not a scientist so I cannot tell whether this is normal or not. After this shot we had a pouring in rain!! fantastic rain, we need more!!

The state government has now announced that it is going to introduce GM crops here in Victoria, Australia! I was surprised by the news as this state has been refusing to utilise any GM crops in the last 6 years or so they suddenly decided to invest more on the GM industry.... I am so dissapointed.
